Moscow attack: 'I believe this is a terrorist attack'

Update: The death toll continues to climb in the deadly attack on a Moscow-area concert hall. At least 130 people are now confirmed dead and dozens more injured. Russian President Vladmir Putin suggests Ukraine was linked Moscow police say they've detained 11 people, 4 of which directly involved in the attack.
