Many experts say this is likely to thrust the world into a nuclear situation it has not faced in many decades. The nuclear arms treaty, which is the last of its kind in the world, was originally established between the U.S. and Russia. The relapse of the agreement, known as 'New START,' is being viewed with concern by arms control advocates, who worry about the risk of a new arms race.
