Sen. Joe Manchin asks for $3.5 trillion spending bill to be reduced to $1.5 trillion

Sen. Joe Manchin, who has been vocally opposed to the $3.5 trillion spending bill, told reporters he wants to see the price tag come down by $2 trillion before he's commit to voting for it.
