Chicago Police plead with media to report on why felons go back on streets

Chicago Police Superintendent David Brown pleads with media members to report on why felons are released back onto the streets, sometimes the same day as being charged. This comes on the heels of another deadly weekend in Chicago with 12 dead and 70 shot in the city.
