Philadelphia fire update: 7 children dead, cause under investigation

The cause of a fire in the Fairmount section of Philadelphia that killed at least 13 including seven children is now under investigation. Fire officials said the building, which included 18 people living in a duplex on the second and third floors, had four smoke detectors but none of them were working.
