'Quick reaction' forces to be trained across the U.S.

We are learning this evening of reports that the National Guard plans to train hundreds of troops in each state to be part of a rapid-response force focused on civil disturbance missions. This comes from two U.S. officials who spoke to Reuters this week, with plans to begin operations by the start of next year.
