California Housing Crisis: Hundreds of apartments sit empty as thousands live on the streets

Governmental red tape has kept 300 affordable housing units standing as a ghost fleet of former military homes with no concrete plan forward. Even before the coronavirus pandemic, California faced a growing housing crisis with a need of 1.3 million more affordable rental homes, including 13,800 in Solano County, the California Housing Partnership found.
