Russia offers truce, Ukraine rejects terms

Russian President Vladimir Putin promised Friday to “immediately” order a cease-fire in Ukraine, as well as start negotiations, but only under certain terms. Putin first asked that Kyiv begin withdrawing troops from the four regions annexed by Moscow in 2022, and renounce plans to join NATO.
