Ybor City shooting: Victim's mom speaks out
Tampa Police detectives arrested 22-year-old Tyrell Stephen Phillips for the fatal shootings that left 18 people injured and two others killed in Ybor City. Police charged Phillips with second-degree murder on Sunday. A victim as young as 14-years-old died after being shot. People had gathered in the area to celebrate Halloween.
