Family sues city after 9-year-old was handcuffed

The family of a 4th grade student with special needs who was handcuffed and threatened with jail is suing the city of Oviedo, Florida. The family lawyer's complaint states that the boy has a special instructional plan from the school district that was not followed. Neither Oviedo Police nor Seminole County Schools could comment on this incident. The family has sued the city and the school resource officers for more than $75,000.
