Police officer saves motorist from flood waters

The northeast is partially under water tonight after remnants of Ophelia drenched the East Coast. The torrential rains shut down transit systems and stranded cars in the streets. A New Jersey police officer had to carry a stranded motorist on his back through deep floodwaters. New jersey Gov. Phil Murphy declared a state of emergency as heavy rainfall was expected to continue throughout the day. The severe weather is impacting people all across the tri-state area.
