Russian President Vladimir Putin says he is ready for talks with the U.S. and NATO on limits for missile deployments. The move comes after Russia announced it is puling back some troops from military exercises that have raised fears of a potential invasion of Ukraine. Russia was believed to have about 100,000 troops near the Ukraine border and an invasion could still be imminent.
